Citizens' Bond Oversight Committee

Measure C was passed under the rules of Proposition 39, which directs that the Board of Trustees appoint a Citizens' Bond Oversight Committee to monitor bond expenditures.

This Committee is responsible for reviewing expenditures related to the District’s $490,800,000 general obligation bond, Measure C, approved by the voters on June 6, 2006.

James Sandstrom Elected Committee Chair
At the March 3, 2009, Citizens' Bond Oversight Committee meeting,  "Senior Citizens' Organization Representative" committee member James Sandstrom was elected, by a unanimous vote, to serve as the Committee's Chair.


Mr. Sandstrom is a longtime resident of Mountain View with experience in the defense industry, at ESL, and at TRW. He was Director of Budget Operations for five years for the Electric Power Research Institute, a nonprofit organization. He is a board member of Avenidas, a non-profit group that helps mid-Peninsula seniors live well and maintain their independence.

Carol Johnson Elected Committee Vice-Chair
At the March 3, 2009, Citizens' Bond Oversight Committee meeting,  "At Large" committee member Carol Johnson was elected, by a unanimous vote, to serve as the Committee's Vice-Chair.

Ms. Johnson is a Program Manager at Adobe Systems and has worked for the tech industry for the past 30 years. She has been attending both Foothill and De Anza Colleges for the past year and a half enhancing her career skills.
